The European Parliament supports faster access to Biocontrol


The International Biocontrol Manufacturers Association, welcomes the European Parliament’s adoption of the Biocontrol Non Legislative Intiative Report (INI). The report proposes the acceleration of the authorization and uptake of biological control. The result of today’s positive vote in Strasbourg marks a significant political support for the future of sustainable plant protection in the European Union. This is an important step as farmers across Europe urgently need effective and environmentally friendly crop protection tools.

The adoption sends a strong political message to the European Commission in the finalisation of the simplification omnibus/package Regulation 1107/2009, which paves the way for faster access to safe, nature-based pest management solutions.

Key measures adopted include:

· A clear definition of biocontrol focused on substances originating from nature or identical to natural substances when synthesised

· Revival of provisional authorisation pathways for biological control products

· Exploration of a centralised EU system for biocontrol evaluation and authorisation

· Streamlined label extensions for minor uses

· Improved and automatic mutual recognition under Regulation (EC) 1107/2009

· Longer authorisation periods and the possibility of indefinite approval for biocontrol active substances

· Additional EFSA resources to ensure timely evaluations and prevent backlogs

· A call for a dedicated, future-oriented EU regulation for biocontrol

“This vote by the European Parliament represents a decisive step toward quicker, simpler and science-based access to biocontrol solutions throughout the EU. It confirms biocontrol as a key component of the EU’s shift towards more resilient agriculture,” said Jennifer Lewis, IBMA Executive Director

The European Parliament vote sends a strong signal that the EU is ready to modernise its regulatory framework so that biocontrol can reach the market at the pace needed to meet sustainability goals and food security challenges.”
